Add Traffics as new provider

Add traffics as new provider besides amadeus. The switch between providers happens based on given pid.

Notable changes:

• For every traveller has data for their travel documents to be submitted (only on traffics mandatory)
• In offer-detail and travelinformation/legal are new fields which contain links to pdf documents. On traffics are these fields filled instead of the text fields
• Requests now contain a field DataProvider which delivers the used data provider (ttIbeWebservice, ttXml17, trConnector)
• Thirdparty providers (carrent, transfer) are now marked as deprecated and are not available with traffics
• The static city list has now a lot more entries
• Tour operator excludes are not possible with traffics
• Test bookings has to be made with firstname and lastname “test”, when on traffics
• New PaymentPlatform “preframe”. The payment frame on this has to be finished before booking
